ACER: deadlines extended to 1 January 2021

ACER extends the deadlines for the publication of inside information on platforms and for validation rules

ACER has announced in its REMIT Quarterly No 20 / Q1 2020 that it is extending two deadlines relevant for market participants. In light of the COVID 19 outbreak, both deadlines will be extended to 1 January 2021.

The first deadline that has been extended is for the publication of inside information in accordance with Article 4(1) of Regulation (EU) No 1227/2011 (REMIT). ACER had stated in its Guidance (5th Edition) that it considered the use of platforms complying with certain minimum requirements – known as inside information platforms (IIPs) – to be the only effective means for publishing inside information. The deadline by which these platforms must be used has now been extended to 1 January 2021. The Bundesnetzagentur will publish further explanatory information (in German) and will update its fact sheet on effective and punctual publication of inside information ((REMIT Informationsportal der Bundesnetzagentur).

The second deadline that has been extended is for the implementation of validation rules for gas and electricity transportation data. ACER has requested market participants to ensure the use of only one EIC X code when entering into transactions that are reportable under REMIT. The same EIC X code must be registered in CEREMP. Market participants should ensure that they comply with these rules by 1 January 2021.
